Designed specifically for Maine’s coastal communities, the guide outlines best practices to help every harbor build a clear, coordinated emergency response plan for commercial fishing incidents. These recommendations are meant to enhance—not replace—existing protocols followed by the U.S. Coast Guard (USCG), Maine Marine Patrol (MMP), and other federal, state, and local agencies.
