Rescue and Recovery

Green and White Hope is partnering with multiple organizations to improve and accelerate the rescue and recovery timelines and capabilities across the Maine coast.  Due to our remote location, the most likely first responders will be the fishing community and the Department of Marine Resources.  Establishing well known protocols in Maine harbors along with ensuring partnerships in place for specialty capabilities only needed in critical incident situations (i.e. deep water diving, etc.)

Community Orchestration

Guide
Best Practice Preparation
for Commercial Fishing Incident

The Community Orchestration Guide v1 was COMPLETED in December 2025! This guide offers best practices that enable every Maine harbor to create a detailed emergency response plan for a commercial fishing incident that complements – not replaces – existing protocols from the U.S. Coast Guard (USCG), Maine Marine Patrol (MMP), and other federal, state, and local agencies. The goal is to ensure communities can safely and  meaningfully support official response efforts without interfering with investigations or endangering themselves or others. We have recently received a grant from the Maine Sea Grant to pilot the build of a plan with 2 harbors, so stay tuned for those project updates in 2026.  You can get started on your community plans today via the toolkit link below.

HP1143, LD 1708 - An Act to Create a Commercial Fishing Safety Fund

Representative Tiffany Strout of Harrington, ME has presented a bill cosponsored by Senator Marianne Moore of Washington County, ME to authorize the establishment of a Commercial Fishing Safety Fund to improve the Marine resources departments ability to conduct search, rescue, and recovery operations. This bill was inspired by challenges that occurred when 2 fisherman were lost recently in Washington County. The bill was unanimously supported by the Marine Resources Committee on Thursday, 24 April, 2025 and signed into law by Governor Mills on 10 June, 2025!  Green and White Hope is working with the DMR and Safety Council as they identify the greatest needs and define initial fund raising campaigns.
